REPORTS AND MINUTES
While 511 systems develop
from the ground up, deployers share common concerns. From time to
time, the 511 Deployment Coalition publishes 511 Deployment Assistance
Reports, which contain background, analysis, and recommendations
for action on various issues. These reports are written by Coalition
task forces and special committees, and may be viewed and downloaded
from the navigation bar at right.
The 511 Deployment Coalition
began to publish annual "National Progress" reports in
2003. The latest National Progress
Report is now available (published in May 2004).
The 511 Deployment Coalition
includes more than 30 public agencies, industry groups, industry
associations, and private companies. The 511
Deployment Coalition Policy Committee is the
governing body of the Coalition. The
511 Deployment Coalition Working Group, comprising
staff representatives from member organizations, supports the Policy

Since 2001 when the first 511 telephone information system was launched, travelers in many locations throughout the United States have had ready access to traveler information by calling those three easy-to-remember numbers: 5-1-1. As of October 2006, thirty-one 511 statewide and regional systems are in place. Transportation agencies in other locations are interested in deploying 511, and as they make plans questions about cost naturally arise. Congestion is bad and getting worse, but we don't have to put up with it. That's the message of the National Strategy to Reduce Congestion on America's Transportation Network, released in May 2006 by the U.S. Department of Transportation (U.S. DOT). One element of the U.S. DOT's Congestion Initiative is to promote the use of new technologies, such as Intelligent Transportation Systems (ITS).
An estimated 55% of all highway congestion is "non-recurring", i.e., it's caused by specific events such as incidents, work zones and severe weather. When travelers receive up-to-the-minute information about these events, they are empowered to avoid the traffic hot spots and congestion is reduced. So timely, accurate traveler information is particularly important in the effort to curb congestion and smooth traffic flow. A leaflet published online in January 2007 discusses how ITS technologies can be used as part of a comprehensive real-time traveler information program. Developed jointly by the Federal Highway Administration (FHWA) and the ITS Joint Program Office, the leaflet summarizes the benefits, costs, extent of deployment, and lessons learned about all aspects of real-time traveler information, including the national traveler information telephone number 511(download leaflet). Information in the leaflet is taken from the ITS Decisionmakers' Resources – the ITS Benefits Database (www.itsbenefits.its.dot.gov), the ITS Costs Database (www.itscosts.its.dot.gov), the ITS Deployment Statistics Database (www.itsdeployment.its.dot.gov), and the ITS Lessons Learned Knowledge Resource (www.itslessons.its.dot.gov) – and other sources. The online version contains a full list of all sources used, so that all information in the leaflet's brief four pages is backed up with supporting documentation.

| NEW! Alaska 511 Evaluation |
Alaska, which implemented its traveler information phone service and Web site in April 2003, is part of a 15-state 511 coalition. Information currently provided includes road conditions, weather forecasts, construction updates, and ferry information.
The best way to assess the level of service provided to customers is to evaluate the system and identify areas for improvement. This project will survey and analyze customer feedback on the Alaska 511 phone system and website, and provide Alaska DOT&PF with information on who is using the system, what marketing strategies have been successful and what improvements customers would like to see.
